IHC 464 Hydraulic Issue??

My friend has a IHC 464 Tractor and the hydraulics will lift once or twice after first starting the tractor and then nothing (none of these work: power steering, 3pt and aux hydraulics). The dipstick shows it has hydraulic oil in it between the add and full marks.

He just changed the filter we thought maybe he had air in it. We undid the hose going to the hydraulic coupler and then started the tractor and while it was running a tiny trickle came out of one and then we did the other and none came out.

Is there a bleeder?

What would cause no hydraulic flow?

Where would one put a pressure gauge on it to test it?

If it is like the later 84 series tractor, the fluid is checked by running the tractor at 1600 rpm for 3 minutes, shut down and check fluid.
