IH 404 r&r governor

How do I remove and replace governor on my IH 404. It idles fine but if I advance the throttle any, the engine goes to wide open and stays there until I turn off the ignition.

If it's what I think it is, you just need to remove the front cover. I'm guessing the governor spring has broken. Not a bad job to replace, just a little time.

First, remove the pin from the clevis, that goes to the carb. (#2) Then you can remove the cover. Should be about 5 bolts in it. Here is a link to Case/IH parts page. Case IH Parts for Case IH Tractors, Case IH Combines, Case IH Tractors, Case IH Manuals, Case IH Parts Open it in a minute, and look for part #10 on the exploded view. That is the spring more than likely broken, letting the engine race. While you're in there, might as well replace part #31. It is the thrust washer, that the gov. arm fork rides against.

If this happened all of a sudden, it's a good bet this is what it is. I always keep a spare spring, and T-bearing in the shop tool box, as I have 6 tractors that use the same parts.

The cover gasket normally comes off without damage, if you're careful. But, that would be up to you, if you want to replace it, while apart...
