How do I remove and replace governor on my IH 404. It idles fine but if I advance the throttle any, the engine goes to wide open and stays there until I turn off the ignition.

If it's what I think it is, you just need to remove the front cover. I'm guessing the governor spring has broken. Not a bad job to replace, just a little time.
If this happened all of a sudden, it's a good bet this is what it is. I always keep a spare spring, and T-bearing in the shop tool box, as I have 6 tractors that use the same parts.
The cover gasket normally comes off without damage, if you're careful. But, that would be up to you, if you want to replace it, while apart...
