Hydraulic fluid check

I'm new on this site and this is my first post, I found it looking for information on my Ford 850 I'm working on (check profile for more info), now I'm going to ask a question, I am not sure how to check the hydraulic fluid level on this tractor, I know where the dip stick is just not sure if the tractor should be running or not when I check it, I've checked it both ways and it is extremely over full (nearly the top of the stick), I also have another favor, if anyone could put me on to a working used proof meter (5 speed) that I can pick up at a really good price I would really appreciate it, and thanks ahead of time, and yes, it was a learning experience getting this poor tractor back up and running, but with the help of my 5yr old grandson (Bman) it is up on all 4's and running and I'm minus some hair and hide.
