I have a 4600 compact tractor,

Sounds like you have a pressure relief valve that is opening when you are stopped. that would indicate too much pressure on one side or the other. There should an open center valve that would allow the pump to dump back to the tank. Try checking your hoses to make sure they not swelled or crimped or blocked ( I've seen hoses that come apart on the inside and block fluid flow.
