I picked up this little axle at a garage sale. I'm planning on making a narrow garden dump trailer contraption. The axle is about 31 inches wheel center to center.

I started to look at diassembling it to check/service the bearings...but it seems that it doesn't come apart as expected. The wheels don't appear to be mounted to a hub but look to be 2 pieces that form the hub.

Any thoughts on the original application of this thing...i'll post more picts once i get it apart.

Let the air out of the tires before you take those bolts out. If they turn decent, and will take grease, I would use them as is. Probably just bushings in there, but I have no experience with what you have.

Looks like the kind used on pull around mortar mixers. They don't have spindles the axle just passes through the wheel which rides on bearings.

Looks like a pretty standard wheelbarrow wheel setup. If it doesnt crunch while turning, i would just grease and leave it. Most of these wheels have nylon bushings, some have needle bearings.

I'm with Steave on the identification only, I don't see any mortar stuck to the metal.
