Help identifying tool

My father found this in his tool chest and brought it over to see if I could tell him what it was. I had no idea what possible application it could have.

There is a level on one piece, not the other. Both expand and can be completely tightened. They each weigh about a pound. They're about 4-5" in length.

Looks sort of like a cone mandrel for turning short tubing or rings in a lathe.

Could be placed in a V-block and used used like an adjustable v-block to level or tilt the work by adjusting the cones.

The old B&L rifle scopes used a mount with two pair of cones to support the scope. One pair adjusted for windage. The other pair adjusted for elevation.

I know Millwrights who used something similar. They used it to make sure shafts were level on electric motors because sometimes it is no easy to find a place to measure level on an electric motor depending on how they are configured. That, and the only real place it matters is that the shaft is level so it can tie in with a pump or drive that might be sitting on a separate base.
