Entirely possible, even likely. However, supplemental weight would be more effective located over the front row of pans which are notched for cutting/penetration, rather than the rear row of pans, which are smooth, therefore tend to roll rather than displace soil.

good point, I am assuming the previous owner reasoning was further away the weigh is from the hinge heavier it is although in this case it is not applicable since the 3 point only act as a hinge once the disk is off the ground, or it is simply where there was room.
