What's your budget? You won't find "the toughest heavy duty paint" at a tractor store. Figure about $120-$130 per quart with catalyst. Many of the industrial paints are sold by the 3-quart pail. And that'll be a waste if you don't blast it down to bare metal.
I would just use cheapo rattle can paint. Paint on the bucket is going to wear off with use no matter what it is. I don't even bother painting mine anymore but if I was worried about it I would spray 10 bucks of paint on it once a year or something.

Imron without question. If you want something more affordable (and available), then I'd suggest Rustoleum in the quart can with the catalyst added. The activator really improves the performance of the paint.

You can get most tractor paint colors and catalyst at tractor parts houses. Van Sickle is what I use, and it matches perfectly. I paint my bucket and backhoe yearly when I put them away for the winter. Quarts are $9.99, gallons $27.99, aerosol cans are $3.99 and additives are $12.99

I've had good luck with Sherwin Williams Tile-Clad II. Its an industrial/marine (think oil platforms) two part epoxy paint. Thick as molasses and the fumes are intense. I haven't used it on something like a bucket and I doubt any paint would hold up to regular digging but its the toughest paint I know.

I'd just keep it touched up with rustolium as there's nothing out there that is going to stay on there really.
Fix it like I do my 27 year old boat trailer. Certain spots start to rust I lick it with the wire wheel and toss a few coats of rattlecan galvanizing. Looks ok works ok and the old Top Sergant ain't around anymore to complain.
POR15 is something that dries hard as plastic plating and even loves rust. Looks ok while everyone says it fades in sunlight I don't see much but a loss of gloss. I borrowed a guys trailer who had that on it and smashed my bucket down on an inverted V brace. It didn't scratch the paint which amazed me. Really wonderful stuff.
Easy to brush roll or spray with no issocyanates to send you to the ER for an allergic reaction or your lungs locking up. Really nice stuff but runs like water if you aren't careful. A bit funky to work with. Little things like open can take out what you will use and seal it up NOW. Put some Saran Wrap or Walmart bag across top and then lid on. Otherwise tomorrow you'll destroy the can opening it. Don't ever put any back in can . I put it in small olive containers and other plastic or better glass jars and always with a plastic across under the cap. I do the same with what's in the can once it's down 1/4. Split it up in nearly or full containers. Otherwise it skims over and eventually hardens leaving chunks to strain out until it goes completely bad. I also poke the center of the plastic down till it almost touches the paint which serves to keep even less air near it to harden
It sounds like a pain but it's really not . $38 /qt on EBay is pretty cheap too. In all having used both I'd have to say it's even harder than. Imron and if you are happy with black or orange it'll do your deed.
