Gopher battery charger test?

My late mother-in-law had a 'gopher' electric rider that she never used so it sat around for a year or two. I'd like to get it going again to give to someone.

I plugged in the charger for a couple of days but couldn't get so much as a glow out of the headlight. The batteries are still totally flat. My first concern is whether the charger even works. There's a pic attached. When its plugged into 240v and switched on, the red 'power' light is on. But when I plug the other end into the cart the green 'charging' light stays dead. I put a multimeter to the points and got absolutely nothing. So, does that indicate the charger is broke or does it require some kind of 'feedback' in order to make the green 'charging' light glow? Basically I'm asking how do I test this charger?

The charger is a 24v gizmo that is surprisingly heavy and has a LOT of components inside. Its much more complicated than my car battery charger. I opened it up, nothing looks obviously burnt out. I also tested for continuity in the wires from the plug back to the charger. No problems.

Any help would be appreciated.

The output voltage is zero when I simply touch the multimeter to the points on the charger outlet.
But as I said above, does that indicate the charger is faulty, or does it need 'feedback' of some kind before it will provide a charge?

Then hook it up to your battery's and check it again..
