Living in Vermont, I've never had a tractor (even when living in PA) without a block heater. Is it always necessary? No, but it's so much easier on the engine...
When I bought my present tractor, a Kubota L6060, the dealer said that they didn’t offer a block heater, which I don’t really believe, but I keep it in a heated shop, so it’s not really an issue. But I would not have something outside or in unseated space in the winter here and expect it to start reliably.
