3-Point Hitch Ford 2000

Just a question concerning 3pt on this tractor. When I engage the 3pt it either goes all the way up or all the way down. Am I supposed to be able to stop it going down at different levels? Is the an adjuster somewhere?

Have a ford 4000. There is a lever on the on the transmission housing (beside pvc pipe in photo). It selects 3pt position control or 3pt draft control for plows, disks, ect. Mine should be in position control for rear blade. Sounds like it's in draft control plow is in ground or up.
