I think you want the adjuster to tell you how to get it off and that he'll find and pay the guys to do the job.

I remember using the "fail" paint removers, and they would beat the paint off a surface for sure, but the needles would also go flying, too. Can you even buy them now even if you wanted to?

I'm not sure if they still make them or not. I did try a brass wire brush on a 4.5" angle grinder too. No go.

I am understanding this thread correctly that you've been able to scrape (or is it cut?) a little off at the time with razor blades, but even a wire brush in an angle grinder won't take it off?

I'd be leery of a wire brush on a grinder. spins too fast and may gouge the concrete depending on hardness he speced the floor to be.

They have putty knife scrapers you can buy to attach to a reciprocating saw. flexible but quicker.

I don't know why I continue to follow this thread, but I do. Get a floor scraper from a paint store and scrape it. Then sand with a floor sander with #80 screen. I have done this very, exact, same job before. We then sealed the concrete. Quit beating the dead horse and do this.

My friend, this is open cell.....not closed. The few places where 'closed' is at come off easily.

Open cell should not have created that kind of overspray and residue. You will typically find only a few spots to scrape, but not the fine continuous mist that is in your picture. We only get this from closed cell. Secondly, open cell cleans up far easier than closed. I am sorry for your experience and hope you get it worked out.
