Should be ample clearance between fan and shroud. Its not uncommon to swap fan belts by routing them between the fan and shroud
to get them on and off. Maybe someone can check theirs for you with the same model.

A 'kiss' solution.

If all else fails to find like a loose component or damaged part---
carefully nip or grind about 1/8 or 1/4 inch from each fan blade.

That little amount would not hinder cooling.

Broken motor mount or loose?

Most tractors don't have engine mounts. The engines are mounted directly to the transmission housing with a sub frame to support the front axle. Yes, there are exceptions but it's not the case.

Well, then how about a cracked mount? Somethings is fishy.
