Ed's 4600 PTO problems

I have a 2002 JD 4600 hst. The PTO shaft will not turn. A man checked out the wiring (all good) and put on a new pto selonoid, still not working. The hydrolic fluid is functional to the endloader & 3 point hitch. Does anybody have any recommendations on what to do, thanks very much. Ed
