Interesting. I'm sure they mean 30 hp at the PTO. That's a big heavy steel blade it is spinning. Looks like a 10-inch max stump size. The video shows them cutting right at ground level on smooth ground. Probably some higher if the ground is rough. Looks like, though, that if you can smooth and level the ground around the stump, you can take it down a bit further by tipping back and using it like a horizontal stump grinder. The claws extending back would limit that ability.

The replacable carbide inserts with four positions are nice. That type is being used a lot these days on woodworking equipment like planers and jointers. Seems to require more hp in the electric motors though.

If you have a lot of brush and small trees to remove for pasture, it would work well. If you want to plow/plant, you would still need a vertical stump grinder to get the stumps low enough to clear plow/tiller.

I'll bet you could buy a couple bush hogs for the price, though.
