"L" is the drain port. IF & I repeat IF I am interpreting the data sheet correctly you can use the valve to 210 Bar without the "L" port and 315 bar with the "L" port.

I have sold a couple of them and own one, oldnslo is correct no drain needed until you go above 3000psi. CJ

So is it a built is pressure relief that you would pipe back to the tank if you ran above 3000 psi? If your not running above that do you just plug it or leave it open?

That port vents the armature tube assembly area which appears to pressure limited to 3000 PSI. Below 3000 PSI just plug the port, above 3000 PSI this port must be connected to tank.

No relief valve involved
