There is one good thing about above ground tanks, when they LEAK you know it, underground tanks leak and no one knows for 20 years til it's way too late.
Here in Raleigh they've found a old gas station that has several underground tanks that they suspect have been leaking for at least 15 years. They have drilled test wells 200' away and have found traces of fuel. They are scratching their heads now to try to figure out what to do and who's going to pay for it.
