Yes you would need two people...

I don't. I position, set & secure a ladder, climb in, work, climb down, remove ladder, reposition.

Keep in mind, I'm only doing things like trimming hedges or maybe gutter work, just a few feet off the ground where I can use a step ladder.

You are absolutely correct, but from a practical standpoint I don't have a forklift, do have an L48, will be 80 on Monday, and would like to work from a basket rather than a ladder.
