David Brown governor repair process

I have a DB 3800 Selectamatic that has been setting for 4 years. I have it running but the governor does not work. To remove the governor do I need to remove the distributor first?

Thanks, Tody I removed the top of the governor and the distributor comes off with it. After cleaning everything and making sure the centrifical weight would move freely I put it back together Started engine and it is running well I was able to drive the tractor for the first time since I bought it last year. All gears and other parts seem to work, but I might have to work on the brakes.
