Strip the rubber grips off of #9 Kleins (lineman pliers) and weld foot and a half curved roundstock to the handles. Lighter than boltcutters, will fit in smaller places, and plenty of leverage. Just make sure you curve or bend in the right place so you don't smash your knuckles when cutting.
