Pre owner used it mostly for sawdust and wood chips,had 220 hours when sold...needed bigger tractor.

Probably had a loader on it? If so, I'd guess that he was overloading it, caused the rims to flex until they fatigue cracked. I definitely wouldn't weld that crack. If anything go with a new factory rim. If you wanted to upgrade, these guys can take care of you: Wheels Now Home | Wheels Now Inc.
