changing quadrant controle

Can the quadrant controle on a Masset 135 be replaced without pulling the hydrolic cover?

Nope pin that holds assembly to cover is on bottom of cover have to pull it first also need to pull right side cover to pull roller out so you don't mess up control valve
If you just changing the handles they will come off but they get pretty rusty and don't want to come off
