I was hoping someone would give you a straight answer after my smart $$ response. I don't have a BX but you may be talking about the dust cleanout plug. Dust will settle in the bottom of the filter housing and this allows you to clean it out without taking the air cleaner off.

yes it is for an indicator,a small vacum operated cylnder with yellow and red bands visable though a clear plastic shell. the devise tells the conditon of the air fillter element,yellow/ok red pluged or change.mostlt used on larger tractors and constuction equipment in dusty conditions,where fillter may not last till service intervel,and must be changed for eficent operation.
