I'm thinking of buying a 25ft trailer with 10K tandem axles. If I have that trailer fully loaded (nearly 20K lbs.) will my F-250 with 7.3 Power-Stroke diesel be enough truck?
All of this CDL/Non CDL, commercial/non commercial, GCWR discussion aside, no.

An F-250, stick will not have the gears to sustain that type of duty and an automatic will not last long. Handling and stopping wise, you are going to have to be very mindful of what is going on. That can take a toll.

So let me get this straight

Are they then going to restrict your "B" also?

Would make for an odd looking license if you had a standard "B" with a restricted"A"
From what I've read or been told, it's up to the driver to decide which is gotten. But you cannot have a Class B with Air Brakes and a Class A without at the same time. It's one or the other. If you want a Class A for trailers over 10K and want to drive a Class B truck with Air Brakes, you're going to have to get a Class A CDL with no Air Brake restrictions. If you get the Class A and don't get the Air Brake part, you'd lose the Air Brakes accross the board.
