Here are some dimmensions on the dolly. I would raise the height that the pins attach to the bh to just below the mounted height while attached to the tractor. As far as bringing the bucket closer, I set this length while the bh was commpletly disconnected from the tractor and balencing on the pins, any further back and the hoe might tend to tip towards the tractor. Sorry to take so long to get back.
The cost of materials is difficult because I usually by stock regularly to keep on the shelf. I usually pay about 15 cents a pound for used or cut off material and about 30 to 35 cents a pound for new stock.The wheels and bent flat stock was used so I paid 15 cents a pound for those. I never weighed the dolly so I couldn't tell you the cost. The bent pieces of flat stock could be replaced with cut pieces of angle iron welded on to the ends of the back tube. good luck.
