B414 Carburetor

Help guys. My International B414 runs and cuts ok. However, I'm sure the carburetor has problems. In short it's taking in too much gas.

With the choke closed, it idles on low ok. I open the choke and gas comes up through a hole on the wall of the carb top (where the rubber hose connects).
I took the top of the carb off and checked the floats-(not leaking) the needle valve seems fine and holds air.

There are three adjustments: 1. The main gas flow into the carb, the idle adjust screw and there is a round silver diaphram thing with a screw adjust on the gas line before it gets to the carb.

I tried to adjust all three and the gas keeps coming up, in idle, when I open the choke. I close teh choke and it goes down.

I notice a higher throttle pulls more air into the carb and lessens the problem.

Big question- what part of the carb might be malfunctioning. Could this have something to do with the governor? (which I know nothing about)

I would hazard a guess that it is the carb gasket leaking where it shouldn't be
