B3030 PTO

I notice when hooking up an implement on my B3030 that the PTO output shaft on the tractor does not freely spin like on my old JD 790.
Normally not an issue, but there have been times in the past where I had to rotate the shaft on the tractor if for some reason I couldn't spin the shaft on the implement to get the splines to line up.
Is this just the way it is with the Kubota?

It must be that the pto is not in dis-engaged position. Like "neutral" if it is in "gear" it won't free spin..?? JMHO

There are only 3 positions on the PTO select lever. Front, mid or both. No neutral position. Other than that the PTO clutch is either engaged or not.

To allow the rear PTO shaft to turn freely,place the PTO lever in the front position.Same thing,to allow the front PTO to turn freely,place the PTO lever in the rear position.I need to do this frequently with my front snowblower so I can check that it's not frozen when I go to engage it,as well as lubricating the chain at the 4 hour intervals.It's the way independent PTO works.Also I've noticed having trouble moving the PTO lever sometimes when not frozen.I can move the blower drive shaft a little and then it will change positions.Any one else had this problem?
