L4240 PTO wont go into neutral.

put in a new PTO switch over the weekend, it did fix the PTO not spinning part. but now it wont go up and down, PTO arms dont move, the front end loader works fine. everything else seems fine.

its fixed.. one of my buddies who was helping me troubleshoot it, turned the hydraulic flow knob off.
