The general welfare clause does not give the Federal Government authority to do whatever it wants. If that were the case, there would have been no reason to adopt the tenth amendment. There is no enumerated power in the Constitution (Article 1, Section 8) giving Congress this power. And again, what is the difference between MJ and alcohol? Why did the feds need an amendment to ban one but not the other? The times have changed, the Constitution hasn't.Mj is regulated as a drug, under general welfare of citizens.
