Can a bad voltage regulator cause the fuse link going to the starter to burn out?

Interesting question. Here's a what if....
Say the battery only charged to 8 volts, would the starter then try to draw 150% of its normal current and blow the fuse link? I don't know. More research on voltage/current relationship of dc motor required.
Edit: Maybe I have that inverted. It may be if the battery over charges to 18volts, then the starter would draw 150% of it's normal current.

Yes and worse.
I have never seen a voltage regulator blow the fusible link, but I guess it is possible. Usually a pinched or rubbed through wire somewhere is the culprit. Quite often I have seen mice chew through wires under the dash. They seem to like that area for some reason. Remove the panel around the key switch and look around.

I'd bet on the mice as well. I had to get my 750 rewired due to mice chewing the wiring harness. Tractor stays inside now.

I agree with jd110, I think you will find a pinched or bare wire shorted to ground.
