6 cu ft ballast box cat 2

There are multiple cat 1 ballast boxes out there. I am looking for 1 that is cat 2, 6 cu ft. Do they make kits where you pour concrete in a diy form? Would need the metal attachments. I dont have a welder so thought it might be more financially feasible to just purchase a box and fill it with concrete.
