That's my viewpoint also. A fine is one thing, a fatal accident because you pushed the limits too far is another. I stopped into a coworker's house one night He had just driven through town with his company 1/2 ton pickup, pulling 3 yards of stone in a tandem axle dump trailer with no brakes hooked up, . That load was well over 5 tons.I'm certainly not the Safety Police on this website. If things go bad while driving an illegally loaded vehicle, things are really going to go bad.
The stupid bumper pull campers behind a 1/2 tons should be illegal. There's nothing worse for fish tailing. A trailer that's too heavy with working breaks is still much safer IMO. And when I overload my trucks it's 30mph trips and only going a few miles. I wouldn't go very far mostly because the tires can't take it.
