3940 lift issue

I got a buddy with a 3940 about 10 or 12 years old and it started with the lift not going down without weight on it. with a disc on it ,it will go down to the ground but with
nothing on it won't go down. He has move the response slow and fast lever back and forth without change. Has anybody had this problem.

The 3 point hitch? Is there a valve mounted behind the his leg calf area that controls it?

yes, on the 3 pt. hitch. I have to check on the valve. I guess you talking about the response valve. I told him to keep working it back and forth I have had trouble with mine on a couple of different tractors.
