Four separate straps/chains on the tractor would have prevented this ...

As would a half hitch at the clevis. A three point triangle tie down, needs a half hitch at the center point or you can have side movement issues.

I am going to haul my John Deere 3032e tractor, it has a fel and a bh. I believe it weighs under 5000lbs. My question is can i
Use one G70 chain hooked on one side and around the front axle then to the other side. Then the same thing on the back also

It is yours you can do whatever you wish! However if you lose your load, and the risk increase with the fewer tie downs you use.
If you contact your insurance carrier, I suspect they will tell you to follow DOT guidelines.
This would mean 4 points of tie down for the tractor (at a 45 degree angle) as well as a tie down for the backhoe and 1 for the loader. Straps or chains is your choice as long as they meet the required WLL (Working Load Limit).
I have seen folks use 1 chain for front and/or rear of the tractor, but to meet DOT, there must be a connect location separate for each side.

Equipment under 10,000 pounds can be secured the same as automobiles per the DOT FMCSA rules. That only requires two tiedowns, one tiedown on the front and one on the rear. I agree that four is better and not that hard to do.

While it may be legal, I once asked an insurance agent, and his response was several fold citing he would gave to check my policy to give correct info for my situation, but generally he would advise following DOT requirements.
Additional if you use only 1 on front or rear, and one becomes loose for whatever reason, your load becomes free to move forward or rearward as well as side to side. While with 4 points you can reduce that movement even if one becomes loose.
Also it is always a good practice to stop and check tension on tie downs after a few miles of driving. My procedure has always been safety first, second, and third.

Lots of commercial car haulers only use a total of two straps over two tires ... Some do all four tires, but it's not required by law for commercial carriers ...

I too choose to err on the side of caution, I own my stuff, and prefer it to follow me where I tow it ...

That's pretty normal for forums. The OP will ask for advice than go MIA, which is better than getting defensive. Usually because they don't like the feed back.

My little BX 25 has a tie down point on all four corners. I made up 4 individual chains for each corner to match the tie points on the equipment trailer. Enough slack to use ratchet chain tighteners. Those points are tailored by welded on D-rings, so all matches the US DOT requirements which WA state uses/enforces.

When tying down I compress the tires some to assure high tension on the chains. Backhoe and FE loader get 2" wide ratchet straps

Years ago, I had a friend that was a retired state trooper that worked truck enforcement for over 10 years. He told us that private haulers and small contractor types were the biggest violators of tie down rules. He had horror stories of wheeled and tracked equipment leaving trailers and even causing trailers to go off road and overturning the truck dragging the trailer.
