How to "best" repair a wallowed out shear pin hole in the auger sleeve?

Weld on a new ferrule, then re cross drill?

Weld the holes mostly full and re-drill it. If it get a lot of hammering and wallows out fairly easily, weld a thick washer the same ID on the outside to thicken it up. If it really wallers, find a drill bushing the size of the shear bolt and punch it out to fit it.
