I have a problem when I put the chains on the back tires after I put on the tightner.
I'm thinking it pulls the chain to tight or the tire needs more air.

I would have to buy the gauge to check loader tire to find out how much is inside.

14.9-28's should be good at 12-20 psi depending upon the load being carried.
Being liquid filled has no bearing on the tires load capacity;
these are 14.9-24's which would actually have less of a capacity then the 28's

The problem isn't with the tire or it's air pressure. As I mentioned in your other thread, the chains need to be shortened.

OK how do I shorten the chain? What end do I start at.

The twisted wire is to keep the chains they do damage when they come off.
I wish I had cams on the chains you turn up and hook into a link. In the Spring I will buy new chains for the tire size.

The hook that you have the wire on is installed wrong. That hook is the "cam". It's supposed to go completely through the last link in the chain and hook back onto the chain. You really need to watch some of those videos carefully. This is something that is better explained visually. New chains aren't going to help if they're installed incorrectly like the current ones are.

12psi with liquid filled is asking for leaks around the bead imo
Or even worse the bead unseating loosing your fluid.

It also looks like the OP’s inside side chain may be not tightened enough and that might help.

Ruffdogs picture of the latch is correct!!
