Good to know there is a standard. Sadly, it's not followed because there is an agenda to record the highest temps possible.
This reminds me of when NASA got caught changing the historical temperatures for the last year to make it look like it was warming up today. At first they denied it and went on about their reputation and how important science is. Then when shown the proof, NASA replied that the thermometers used in the last 100 years where not accurate, and their digital ones where more accurate, so they fixed the "wrong" temperatures.
It really is a big joke to launder money. Say one thing, do another, and when caught, just move on to something else.
