Good question. Those 3-dial combo locks are rated for at least 20k lbs, right?

All this setup just to lower the hitch height by a few inches? It's befuddling.
they did it because the chains were too long to directly hook up, didn't want to drag them

I'm not a trucker, but I believe the rachets are required to be on the passenger side of the trailer, so that any adjustments will put the driver on the passenger side away from traffic. Tightening the rachets will pull the load toward the rachet. Thus, there are times when it makes more sense to deviate from the "rules" to have a better balanced load.
The trailer I owned had the winches alternating. Other trailers I pulled as an employee had all the winches on the left, or right and alternating. But it's been 25 years since I've done any flatbed work.

I wonder if the tires on that dolly say "not for highway use". That is what my wheelbarrow tire says. :oops:
