Hi, I picked up a 1963 Ford 3400. It had a couple of minor leaks in the steering column but functioned as it should. I decided to check the PS fluid level and top it off as needed. The manual said to pull the cap on the pump which I did. It had an O ring and a 3” spring under the plug. Replaced it and now my PS is dead. After doing some research I found that the 1963 had a reservoir for the PS up top by the radiator. So it looks like I pulled the wrong plug and now no PS. Thoughts, Suggestions, Hobby Mechanic in CT/MA?

Probably has an air lock. What did you do when you found the reservoir? 
Try starting the engine and moving the steering wheel back and forth through full turns.

The reservoir was just a little low. I brought it up to the level on the measuring stick that hangs from the reservoir cap. I have tried to slowly turn then wheels back and forth with ground pressure and with the bucket taking pressure off the front wheels. No luck as of yet.

Rotary valves (steering) need constant movement to pass fluid. Move the wheel like you mean it.
A picture of the part you disassembled might help. It may need a different procedure--Like cracking a hydraulic line(s). There's air trapped somewhere.
