Don't be so cynical...They are happy to have something that allows them to show everyone that they are not totally worthless...A major crisis (understatement) in an election year means anything can happen and they know it...Nobody in Congress is worried. Notice how gleeful they are to have the pandemic as an excuse to spend more?
