It's for roto vating... !!!! [ Probably good for removing grass cover, or maybe small brush ]

Howard made many versions of tillers. Try to find a letter for the model and look here.

Thanks guys, yeah it pretty weird and the only letter is the J which should be regular tiller. So that makes me think, was this home made ? It does not look like.
I agree that this is good only for grass and and maybe dog wood.IMG_20191201_144254.jpeg

Looks like something that would be used for road bed preparation.

The position of those cutters or whatever I shall call it, seems position on the drum to perfectly so home made not likely. Anyway, I will take it into my bush in the spring to see what it can do.

Familiar with a Residential Gravel Rd. which is county maintained. Rural and a few miles long which is well kept up with and maintained. A few county officials live on the Rd. and seen them behind a few of the tractors. Never paid much Attn. to them but I seen them using it cleaning and clearing the Rd. shoulders come to think about it I believe.............

I can see how this would break up the gravel shoulder as I live on gravel road so maybe the original owner had really long driveway to maintain and had made this special drum and replaced the original tines which would make this a regular rototiller.

I was going to say a tiller converted to a sheepsfoot roller (used to compress road sub-base) except - that drive shaft would spin it too fast so that's not the answer.

Top welded pieces had at some point sharp edge. So this was definitely made to break/cut something. The 2nd owner never used it but it was definitely used long time ago as they are dull and worn out.
Since nobody has another pic like this I am definitely interested in trying this thing out in the spring - lol.

Your 3 picture would indicate that originally it was a tiller. However that is no longer the case. It looks as those someone has modified it at some point. Depending on its rotation direction, the ‘hammers’ on it will either do a rough rip of sod/grass/weeds or hard soil, or more of a compaction of loose soil.

Check the gear oil levels in the gear box and chain drive or gear drive on the side and see what results you get running it. Preferably in an area that does not matter to you.

I agree with you. It used to be tiller.
Yeah, now it's just too cold here to do the needed check on fluids etc but spring comes I have lots of bush/ swampy area to try it on
