Penetrating oil doesn't work well on pipe threads.
Pipe threads seal air, and solvents such as acetone., And gases such as helium and hydrogen. On a molecular level it don't get much smaller. Penetrating oil isn't magic.
Best things to do for pipe, is heat the PLUG, and apply was and watch it wick in.
But as said....stuck really isn't the problem. Its probably just torqued to a nominal level. Gripping the plug to apply that torque is the issue, and penetrating oil is not the answer
I don't think anyone KNOWS what the problem IS. It most certainly IS stuck. If it weren't then it would have been removed: stuck means that something is resisting extraction energies.
I'll agree that penetrating fluid isn't THE "answer," but I don't think it's necessarily a waste to apply it in conjunction with other modes of attack.
