My brake controller is adjustable. My 2600 pound trailer needs a lot less brakes than my fully loaded GN. If I forget to adjust the controller after pulling the GN it will lock up the light trailer with very light braking.

I have had several close calls with whipping trailers. Every time it was caused by having too little tongue weight and I was able to regain control by applying the trailer brakes manually. These incidents were all over ten years ago when I wasn't early as experienced towing as I am now. Now I always make sure to load the tongue heavy. From what I have seen the gross weight of the load has little to do with the whipping it is all about the tongue weight though a heavier trailer can sure jerk the truck around more if it gets to whipping. Heaviest load I have pulled with a bumper pull was around 20k(load and trailer)on a pintle hitch trailer behind my dually and it tracked fine but I had about 2500lb tongue weight.

I see people pulling 10-15k travel trailers and toy haulers behind half ton trucks all the time.

I put as much distance as I can between my Cummins and them.

One of them jackknifed just outside of town a week or two ago when we had slight crosswinds.

They never learn.

Somewhat related question. Recently purchased an 18' 7K trailer. When adjusting the brakes according to the manual I could never get them to lock up, even with the gain set to 10 (highest setting).

Am I not hitting the brake pedal hard enough?

More likely a wiring issue. Brakes not wired right, maybe to the wrong terminal on the plug. Bad ground?

Are they activating at all? Just not reaching the drum? You check for voltage at the truck?
