I'm having trouble with the throttle sticking. I've lived every connection I can find. If you snap the throttle, it will drop down but if you are part throttle and let off during normal operations it sticks.

Seems like it's right at the engine. Can u loosen that double nut to allow it to rotate freely? Larger return spring available?

I'm open to ideas, it's concerning me as it could become a safety issue if you expect it to drop to idle and it starts at 2000!

Have you tried just operating the hand throttle on the right to see if it sticks also? May help narrow down where the problem is.

It isn't limited to the hand throttle. It appears like it's the actual throttle on the engine and not any of the linkages

It's probably sticking in the throttle plate. (where the double nut is) Try spraying some penetrating oil on that shaft and work it back and forth. You can loosen the double nuts. Back off the bottom one and gently give the shaft a tap down after applying the oil.

My guess is that the stranded steel cable that connects between the governor throttle plate and the position plate on the foot throttle has begun to fray inside the rubber cover and one of the stranded wire strands is hanging up. You have to crawl under the tractor to see it clearly. You won't still won't be able to see the inner cable because it is inside of a rubber protective bellows to keep dirt out where the inner cable exits the outer cable......but by squeezing the rubber cover you might be able to feel if the inner stranded cable is sound or of a broken strand of wire is sticking out. If it is like mine, the break happens back by the rotating position plate rather than forwards at the governor connection. If it's like the M59, crawl under the left side of the tractor and maybe you can get your hand up there and feel of it.
Luck,
