It depends on how they are mounted and connected to the lever.

Also they can be in series if the cylinders are set up and sized to be master & slave.

Each cylinder (in parallel) would then operate half as fast.

You could also have them operate separate levers, since you mention it. Just can't imagine it functioning properly due to unbalanced loads.
