From the looks of the rust in the second pic I doubt you could get the metal clean enough to weld it. Think its time for a new one.

i had someone put i new engine in about 7 years ago and they didn't put the heat thingy back on and resulted in the heat frying the choke and throttle cables. Now when the muffler busted it burned the wiring harness, but not enough to short anything,

Make a tinplate cap that fits over the hole and pop rivet it into place. Seal it with lots black silicone and paint it black. Ive repaired a couple of mufflers this way. Its easy and if you do it neatly they look as good as new. (I do have a welder, but trying to weld thin, rusty metal like this is too hard.)

Probably what I would do in this case is use the existing cap and pop rivet some tabs to it that can then be pop rivetted to the side of the muffler.

How do you braze rust?
Last time I tried to braze rust with a torch it disintegrated.

i don't see good weldable or brazeable material there. I think i'd go the pop rivit route. use soem of that strapping tape. or cut strips from roof tin.. etc.. drill locations. rivit and forget about it..

It might get too hot for brazing and that's only if you got ALL the rust off first.
