Actually, I would rate that tie-down as no higher than "medium".

Look carefully at the picture, the skid steer has slid sideways at least 6-8" from being centered on the trailer and is actually off the low side of the trailer. Who is going to tell me that the skid steer slid after the turnover instead of before, in which case the turnover might have been prevented if the skid steer had not moved sideways?

To get a "high" grade, the skid steer should remain centered on the trailer under all conditions.
