The commies did a lot of bad stuff but they got something right. Back in the old days in Czech republic prisoners had to pay for their "care". Low security jail was the cheapest and the cost went up with increased security.
So to get a job outside of the jail was important to them. When we needed to do some work our people didn't want to do (like breaking concrete by hand) we called the local low security jail and picked up few inmates. No guard was needed. They were the most reliable work force we had. They got paid the current rate. Prisoners that didn't want to work or were not allowed to work due to disciplinary issues ended up with pretty hefty debt after they left jail. The debt was garnished from their paycheck when they got job. The formula calculating what was garnished was simple. They were left with so called minimum living expenses and everything else was taken to pay the debt.

I just read something the other day that reports many companies are doing background checks on their prospective new hires. If they come back with ANY felony OR misdemeanor convictions, they won't hire them. Guess what? 65 million Americans, or about 1 in 4 working age adults, have felony or misdemeanor convictions. The unemployment rate will most likely never drop further than it is right now, and most likely will continue to rise if companies maintain these policies. There is little hope for meaningful employment even for someone that has paid his dues

Interesting information. I think repeat offenders need "special" attention for not learning the 1st time.

Send them to West Texas or any desert area, give them some building materials and some seeds and let them have at it. Fenced in of course.

Seriously, a Simple solution that would greatly reduce the sensless theft of metal for scrap. Think I read it on here before, don't know how to make it happen: Pass state laws that require scrap sellers to be paid by check, sent in the mail, to address on the drivers license presented when the scrap is sold. maybe even require scrap to be held 48 hours before "processing". Bet the IRS would like it too. I suspect a lot of these people are not paying their income tax on the scrap they sell. May not stop all the theft, but at least we tax some of the them!

I don't see why the scrap and the person selling it can't be video taped as a matter of course. They have video machines that run continuously in stores, etc - all automated. That way the tapes could be reviewed by law enforcement to track down "missing" man hole covers, T posts, brass cemetery markers........

Maybe should add the LEGAL criminals like most lawyers and politicians to that bunch,might bring the total to 50 %
And don't forget the enablers(welfare and parole board)

They do that in my community... that is snap a picture, plus driver's license and vehicle license and then mail out the check in 7 days.

Local Law Enforcement also spot checks those selling for wants and warrants.

I like the idea of delaying the payment to the person selling the scrap. I'd welcome a 30 day cooling off period, as I doubt most druggies could wait that long to get paid to support their habits.

Sadly, I'm not sure it would eliminate all the thefts, but would surely help.

Might give law enforcement officers a better chance to check out theft reports, assuming the department doesn't have everyone tied up raising revenues by running speed traps. LOL!

Just across the border from us in Michigan, they use prisoners to clean and maintain the county parks. It is kind of interesting. You will see all of them dressed in orange jumpsuits with JAIL(or something like that) on the back in big letters. A couple of them will be out on the trails with safety gear, chainsaws, machetes, etc... and no supervision. Then you will see a couple with rakes and tennis shoes, but no shoelaces, in a group monitored by a Sheriff. You will even see one or two with ankles shackled, wrists shackled to a chain around their stomach, slippers and still using little gripper tongs picking up cigarette butts and trash and putting it in 5 gallon buckets. I think it all depends on the security risk and trust of the prisoner as to what they get to do and how much supervision they need. The guys with the chainsaws and machetes just want to do their time and get out with no hassles as fast as possible.

It's called community service. A lot of it is done on weekends by folks in for DUI or minor drug crimes. Ann Arbor does it a lot, and so do some outstate counties. Most urban areas don't do it, mostly due to security concerns. It can take some surprising forms. I met one guy, a exec with a big 3 firm, doing community service by holding charity fundraisers in his home. Basically, he was sentenced to party like it was 1999. Obviously had a good lawyer.
