I've seen similar ones made to pull an equally high spray trailer when the farmer couldn't afford one of these:

I made a trip to Louisiana to help a friend cut up some old farm equipment, mostly for parts. One of the things we didn't do, that was sitting in that old field was a hi-crop sprayer, which really looked a lot like that tractor, except a little smaller. The drives were chain driven, by stainless steel chains, about a #40, with a 4 cylinder Continental Engine for power.

We used something like this years ago. It is a highboy sprayer. In the spring and early summer you put tanks on it and spray tobacco. Later in the year you pull the tanks off and use it to drop sticks in the tobacco rows before cutting. The one we used had a car rearend with chains run down to the wheels which were much smaller than the one in the pics. It had a small four cylinder engine and an old granny trans. the pump for the sprayer was ran off a belt from the front of the engine. Well this is my best guess about the one in the pics.

Very interesting machine, it may have a particular purpose or could be this person just got crazy with his welder, i'm thinking that because of the single front wheel maybe what ever his use would be has for need of zero radius turning,

I was going to vote for Tobacco or Cotton. Center wheel is a bit cumbersome for row work, but height and displacement would look to apply in those enviroments.
